How much Capital Gains taxes do I have to pay on a Municipal Bond Fund when I sell it?

I have question about capital gains taxes concerning municipal bond fund investments.

I know about certificates of deposit as I have a few certificates of deposit because I have been investing in them for a while now. They pay me a small amount of interest each year. I report this on my income tax as interest income.

I am told if I invest my money in a Municipal Bond Fund I will not be taxed the same rate as interest income because this will be capital gains.

What percent will I have to pay on capital gains on my income tax?
What percentage is Social Security taxed at?

What about pension income? What percent?

I have never considered a variable annuity as an investment before. I always went for stocks or bonds or mutual funds or even options. But my parents have just retired and they have a lump sum of money (sizable but not huge) and have been recommended a variable annuity by a financial adviser. I was not there so I am trying to get an independent opinion on the matter. I have heard annuities are generally a bad investment overall because they have pretty high fees, but a guaranteed return for them would be desirable. Can I get some pros and cons for a variable annuity in this specific situation?

What are good stocks to buy in the short term?

I do not have much time to invest, not like years or anything like that so I am hoping to find some stocks that are going up in the short term so that I can make some money in a matter of months.  It is so hard to find the best stocks to buy. I have read magazines and listen to the news but still I am unsure of what stocks are best for me for the short term.

Any good suggestions?
